Designed by Jack Penashue for the Naskapi Montagnais Innu Association (NMIA) in the late 1970s at a time when Innu nationalism was at its strongest. The NMIA supported the Innu National Council during this period, a pan-Innu organization dedicated to Innu tradition, one cross-border nation called “Nitassinan,” and negotiating the terms of Innu separation from Canada. Labrador AND Quebec Innu belonged to this organization, but it was not supported by the Conseil des Atikamekw et des Montagnais which was one of six Aboriginal groups across Canada actively involved in the comprehensive land claims process of the federal government. The name of the NMIA was changed to “Innu Nation” in the summer of 1990 (Peter Armitage note).
